(St. Paul, MN)  --  State officials say Minnesota has received 39 million dollars from the federal government to continue developing a health insurance exchange.  The state has the option of setting it up under President Obama's Affordable Care Act.  Top Republicans at the Minnesota Legislature indicate they still oppose the exchange on principle, warning it's a step toward government control over health care and could hurt the private insurance market.  But it appears Republicans won't actively fight it because they hope to have some input in the process.  Backers of a health insurance exchange say it will allow Minnesotans to compare insurance products, facilitate enrollment and calculate eligibility for tax credits.
