9-5-12 (St. Paul, MN)  --  A three-judge panel says a "legislative update" that state Senate Republicans handed out at February's precinct caucuses was actually campaign literature without the disclaimers required by state law.  Minnesota Democratic Party Chairman Ken Martin accuses Republicans of using state resources to prepare campaign materials.  Senate G-O-P communications director Steve Sviggum (SWIG-um) disagrees, saying the allegations are "nothing more than politics."  Sviggum says the judges did not conclude that Republicans used state resources to produce campaign literature.  But the panel *did* assess a higher fine against Sviggum, they say because of "in part, the public resources (staff time and State supplies) that were expended" to create the flyers.
