6-20-12 (St. Paul, MN)  --  Governor Dayton has declared a state of emergency following severe flooding in the Duluth area.  Dayton is ordering the Minnesota National Guard to provide necessary assistance and emergency relief.  The governor plans to visit Duluth tomorrow (Thurs) morning.  Dayton's emergency declaration also covers Goodhue, Dakota and Rice counties which are also cleaning up from recent storms.
