Boy Rescued From Raging Flood Waters In Duluth



6-20-12 (Proctor, MN)  --  St. Louis County Sheriff's officials say an eight-year-old boy was rescued this afternoon after raging floodwaters swept him five-to-six blocks through a culvert in Proctor.  He had some cuts and bruises but was otherwise uninjured.  A number of roads in and around Duluth are closed and no travel is being advised.  Mayor Don Ness has declared a state of emergency within the city.
