Another good use for DNA testing

A couple weeks ago I saw a story on a Twin Cities TV station about the owners of an apartment complex requiring all tenants with dogs to have the dogs submit a DNA sample, which the owners keep on file.   That way, whenever dog droppings are found on the apartment property, they test it to see if it matches a tenant's dog, and they can apply proper punishment.   I've heard the Chinese government is considering doing the same with all dogs sold as pets so they can do a crap crackdown.   I am going to propose the same thing for humans.   Here's why...when I took my bike ride Saturday to raise money for the Safe Avenues shelter in Willmar I saw something that really really disgusted me.   While riding eastbound on County Road 10, near the Harrison Church east of Spicer, I saw not one, not two, but THREE dirty baby diapers in the ditch.   There are few things that make me see red more than dirty diapers left on the side of the road, in mall and grocery store parking lots, on public sidewalks etcetra.   I can't imagine what kind of person would do that.   It is about the most inconsiderate thing you can do, a clear statement that you do not care about anything or anyone but yourself.   The diapers are disgusting and a biohazard.   If everyone had to have their babies submit a dna sample at birth, then law enforcement who find these filthy relics in public places could have them tested and find out who the culprits were.   And I tell you, if I were in charge, the punishment would be very severe....perhaps forcing the violators to gather future samples from other offenders to be tested for dna.
